Budget Public Hearing
Roll Call – Councilor Graney, McNabb, Smith and Dempsey, Mayor Lattimore - Present.
Staff Members Present –John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk; Nancy Hussey, Assistant Corporation Counsel; Lisa Green, Comptroller; Trish Geer, Secretary to Corporation Counsel; Gary Giannotta, Police Chief; Jerry DelFavero, Superintendent Public Works; Frank DeOrio, Superintendent Municipal Utilities; Steve Lynch, Director of Development.
All stood for the Pledge of Allegiance to the Flag.
Presentations and Proclamations -
The City Clerk read a proclamation form the Mayor to raise awareness for the Arthritis Walk on Saturday May 13, at Hoopes Park.
The Mayor opened the Public Hearing on the City Manager’s Proposed City Budget.
Prior to hearing the first speaker, the City Manager presented a power point presentation to recap the budget proposals. The Mayor and City Manager discussed the budget.
Mayor Lattimore invited the first speaker to come forward.
Tom Gabak, President of the Local CSEA President, 146 Washington St., reported that in support of union members targeted for layoff there would be an informational picket on May 24 in front of City Hall prior to the City Council meeting.
Sandy Craner, 90 Hamilton Ave., and Executive Director of the Auburn Business Improvement District commented on the budget and urged Council to find ways to keep funding for the BID.
Kari Georgi, 151 Van Anden St., spouse of an Auburn Police Officer, spoke to support restoring the 6 police officer positions to the budget. She sited the safety of remaining officers as well as the community.
Valentine Falfoldi, 9 Baker Ave., commented on the budget.
Jerry Morgan, 32 Pulaski St., spoke to demand that all patronage jobs be eliminated.
Elizabeth Rosecrans, Auburn, spoke to support Council and asked that they work together.
Donna Lamb, Schwienfurth Art Center Director – spoke on behalf of the art community and hoped that in the future Council would be able to provide more support.
Greg Smith, 95 Pulsifer Dr. – spoke to tell Council that he moved from Owasco to Auburn for the public services that are provided like trash collection and police protection. He urged Council to find away to keep all of it.
Mike Villano, Auburn – spoke to Council in opposition of increased taxes.
The City Manager’s Report – None.
Public to be Heard –
Steve Parker, Auburn Firefighter and Union President spoke to Council to ask the Mayor for an apology for comments he made in the paper attacking Chief Quill. He spoke in support of Chief Quill and expressed regret that he will be retiring.
Brian Donovan, Cayuga St. and Auburn Fire Fighter, spoke in support of Chief Quill and in opposition of Mayor Lattimore’s comments about the Chief’s management of the Fire Department.

FIRST READING
The Clerk read Ordinance #9 of 2006 authorizing amendment to the Code of the City of Auburn Chapter 242 entitled “Sanitary Sewers” in to the record.
Resolutions
Sewer-Water repair/Replacement Program Resolution #84 of 2006 authorizing financing for the repair/replacement of a sewer line on the Sewer-Water Repair/Replacement Program. Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye. CARRIED.
Sidewalk Resolution #85 of 2006 authorizing the financing of sidewalks for property owners to pay for in conjunction with their taxes on the 2005 Revolving Loan Sidewalk Program. Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye. CARRIED.
Council Resolution #86 of 2006 approving the expenditures presented for payment and authorizing the Comptroller to process the payment of same. Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye. CARRIED.
Agreement Resolution #87 of 2006 authorizing the Mayor to enter into a Service Agreement for summer internship with Michael Drew Savino, 127 Mary St. Auburn NY. Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye. CARRIED.
Second Public to be Heard – None
Other Business –
Councilor Dempsey presented Council with a PowerPoint presentation to explain his idea for a proposed 3-year budget plan that would save jobs and services. He distributed a handout to follow along with. Council discussed.
Councilor Smith asked the City Manager for cuts to in management and administrative salaries and benefits. He asked that the Manager report back in two weeks with his suggestions. The Manager and Councilor Smith discussed this.
Mayor Lattimore requested that Chief Paul Spicer of the Seneca Cayuga Tribe be schedule under presentations for next weeks Council Meeting.
Mayor Lattimore asked that a resolution to freeze promotions be brought before Council for a vote at next weeks meeting.
Council adjourned to executive session at 8:40PM and returned at 9:45PM.
